Columbia v. Heller, infra, applies to state and local governments through the Due Process Clause
of the 14th Amendment).

the aid of the Necessary and Proper Clause, authorize the Government to commit civilly a
mentally ill, sexually dangerous federal prisoner, who has served his prison sentence).
